Summary: turn layers off not effect viewport display

Description: Have a way to turn off layers in model space and not effect the layers display in viewports

Viewport freeze and other viewport overrides obviously only work in layouts and viewports. When you actually turn a layer off or freeze it that applies to the entire drawing.

If you want an editing area you can use viewport freeze on why not just all another layout with a viewport that fits the whole screen? VPmax may be of help as well, if not could you explain what you're trying to do?
