    Summary: When opening a new acad instance, it may happen that the tool palettes are on a different monitor than the ACAD window

    Description: When starting ACAD, the tool palettes should always be on the same monitor as the ACAD window. When moving the ACAD window to another monitor, the tool palettes should be moved together with the ACAD window.

    uhm, no. Proper behavior would have the palettes open on the same monitor that they were closed on. NOT arbitrarily forcing startup behavior.
