Default Display Existing Surface in xref at differnt scales

We have an xref with an existing surface displayed with contours and labels 1' and 5'. We need to display it in dwgs at 30 and at 80 scale in paperspace.

I have the xref saved at 30 scale but when we try it as an xref and at 80 scale the text scale in paper space is good but the masking for the text is the 30 scale size. Meaning the gap that we see is the spacing for 30 not 80 scale. All the setting for the surface labeling look good and match.

Generally speaking, I find it works much better to DRef surfaces in to sheet files so I can have control over the display scale, and labeling. The surface in the XREF is set to a No Display style

That is an option but I was hoping we missed a setting or setvar or something. Since it is just the text adjusting and not the masking size.

Labeling in the sheet files (almost) always works better/ I had a drafter who kept trying it your way, and invariably the labels he put in the Xref were in conflict with something in the sheet file. Instead of trying to adjust his labels in the Xref files repeatedly, it was more efficient to delete them all and just label contours in the sheet file. I did retain his visible contours in the Xref file, and just nuked his labels.
