Change ACAD 2017 default Annotation color in .DWT

I haven't been on Autocad in a very long while, I do most all of my design work in SolidWorks, and back where I used to work we had a autolisp for changing annotation text color. I have been screwing around
with it for way too long and can't figure out how to change the default text color and have it automatically put it on its own layer and set it in the .DWT so I can forget about it.
Clicking text and having to change it in properties is a pain and having to change layers every time I want to enter text is BS as well. Any suggestions would be
awesome!!!

In AutoCAD it's frowned on to set properties to any objects other than ByLayer. That makes controlling how or if objects are displayed easily set up in each viewport. Fortunately anyone receiving one of your drawings could easily set every object you assigned properties to back to ByLayer with the SETBYLAYER command. https://help.autodesk.com/view/ACD/2...4-506C6B792E9E

Lee Mac has lisp you can use that determines what layers new text or other object types will be placed on using reactors. http://www.lee-mac.com/layerdirector.html
