AutoCAD importing unwanted/unselected blocks [& layers also]

Right-click a sheet tab
Select ‘From Template…’
Open the file & select the sheet [this example a company generic cover sheet]
I now have also imported blocks & layers from another sheet within the file [that example is a DCA cover for engineering/permitting in a specific city]

Anyone have an explanation why this now happening? I know current layer, dim style, etc. are copied over but I am now getting blocks that were never selected.

That is odd, maybe there's a defined block in that layout in that template that contains that stuff, maybe on a frozen layer?

The drawing has: zero frozen layers, zero hidden layers, zero viewports, zero objects in model space, zero x-refs, zero external references of any kind [raster ,pdf, data links, etc.]. Only paper space objects.

Another curious fact is that another block which is unique to that sheet [named ‘revisions’] does not come over. Only the engineer’s DCA stamp block.
