Summary: Create a layers state and assign it to a viewport. If the layers state is updated, the viewport is automatically updated.

Description: When creating sheets with multiple layouts, wanting all to have the same layers state, one can setup the layers state (Freeze/Thaw/On/OFF/VP Freeze/VP override) etc., Save that as a Layer State and then assign it to all Layouts. But if layers are added or deleted or changed, updating the layer state only updates the saved layer state. One still has to restore each viewport to the new saved layer state. The layer state should be a attribute of the viewport and update as the layer state is updated. If ones template has saved layer states for standard drawings, these layer states could be assigned as the viewports or layouts are being created. Then the layer state would always stay current according to how the Layer State is set.
