Does anyone know of a LSP or any other app out there that will let me apply the same layer state to all layout tabs at once?
Or one that will apply a layer state to all viewports on all layouts at once?

Is it not possible to instead simply clear the Viewport overrides in your Layouts, and just set the desired Layer State current in Model?

There is a ribbon button on the layers tab that allows you to freeze the current layer in all the "other" viewports except for the current viewport. I found this to be handy. But you can use your LMAN setting inside each viewport to get them all the same as well.
