Distance Rubber Band

I am not seeing my rubber and when doin a distance command. I have checked the rubber band color in options and that is not the issue. Dragmode is set to auto. It was working a few day ago.

Is Layer "0" frozen?
Don't do that, it also freezes most blocks no matter what layer they're inserted on since the objects inside the blocks are on layer 0.
When not creating blocks it's best to never draw on layer 0.
