Default C3D Pressure Network Fitting Labels

we use overall xref's for labeling plan views and profiles so that when making edits it's only necessary to open one drawing. any C3D information is data shortcut'ed into the overall labeling DWG's. using "pressure network / single part plan" labels to label bends, reducers, sleeves, etc. and referencing the shortcut'ed alignment to provide stationing works great in the xref. however the labels are not visible in the sheet file that pulls in that xref, even with the viewport set to "plan". have used alignment labels to label fitting locations in the past but would like to use pressure network labels moving forward if we can get them to be visible in the sheet files. what am i missing?

I have some pressure pipes labled in an XREF and they show up fine in the referencing file.

I'm curious if you have the same SCALE set in the drawing properties?
Or if something else is happening.

A small sample of one of your pipe network drawings would help answer any other questions.
