Summary: allow polylines to have a annotative scale setting with global widths

Description: when trying to show a polyline with a thicker width in multiple viewports at different scales, have a annotative setting for the global width to adjust based on the scale of the viewport . just like text size

That's what setting the global width of a polyline of a polyline has always done isn't it?
Lineweight isn't affected by scale giving us the ability to display them either way.
