label style

I have a dwg with an alignment and cogo points. the problem is this. In model space the point label style and the
alignment label style displays at the correct text height based on the text size in the label style as expected. But in
paper space, the label size is 1/10th the size it is supposed to be. the strange thing is it displays correctly in one viewpoint
but not the other 20 viewports. I have tried creating new viewports and copying the one that displays correctly but that
didn't work either. I've tried changing the text height in the label style but nothing happens, no change. I've regened, audited,
and ran recover numerous times. nothing seems to work. what can it be?

P.S.- the dwg is huge so I cannot upload it.

Are these labels in an external reference (XREF)? If so, they won't scale.

no, they are in the current dwg. not sure why or how, but somehow the page setup was set to "publishtoweb.png" and the page size was set to SunHiRes 1600x1280.
once I corrected this, double clicked into model space and regened, everything was fine. still scratching my head why or how this happened.
