Default Custom View Scales In Revit no negative integers or non whole numbers

How can I get a scale of 9"=1' or something inbetween other hard coded scales?

Custom scales only work as a positive ratio... 1:1 or more...

This is nuts... Someone has to know...

Honestly it is because almost all scales can be expressed as whole integers. 6" = 1' is 1:2, 4" = 1' is 1:3, 3" = 1' is 1:4 and so on, the ratios get easier to use the smaller the scale so decimals would only ever be need at large scales that are not standard.
Is there a reason you need to be at 9"=1' (1:1.33333)? can you not use a 1:1 or 1:2
