Default Using Wall Tags in Wall Sections

Our office uses Wall Tags in Wall Section Views (Only we call them Ext. Assembly tags). Problem is, sometimes it seems to work fine, sometimes it won't allow you to create a Tag at all, and sometimes the Tag will only allow you to pull it parallel to the wall. In all these views, the "Wall" is visible and accessible. It hasn't been covered with Detail Components nor broken apart as "parts". Why does this happen?

make sure the tag has the leader set to free end. if not the tag get created at the center of the modeled walls height so based off the extents of the section it might not be visible.
