Importing points from .txt file

I use to get an ascii .txt file from surveyors and I never had any trouble with selecting the file and importing it.

Now I can not import a comma delimited .txt file like the one shown below.

question 1: Does the .txt have to be a particular format?

question 2: What is a good way to convert the file to a .csv?

I don't see anything wrong with the text file but to put it into csv. 1 Copy all lines wanted. 2 paste into excel use the text import wizard select by commas. 3 3 save as .csv
The excel will give several warning when you try save as csv

Thank You, that is great info. I like that as an alternative and I will use it.

FYI, I did find out what the issue was with the .txt file. I needed to change the format to ansi.
