Performance is like delayed snap is on

I had a pop-up from NVidia mentioning something about the graphics card. I closed it with the x and it apparently is more of an issue than just a pop up.

My cursor in Civil 3D now jumps and has a lag time between jumping.

I put a helpdesk ticket with company but didnt know if anyone else has had/resolved this type of issue?
