Summary: When the user click on a Layout tab to switch from Model space to Paper Space, I wish that the Layout tab on the Ribbon would automatically activate (be displayed) rather than just the tab turning blue.
Description: I teach AutoCAD for a living, and when new users are learning to use Paper Space it is very confusing that the Layout tab turns blue but is not automatically displayed upon switching to paper space. When new layouts are created and possibly do not have a viewport in them, the user needs to create a viewport and the tool is nowhere to be found - without knowing to click on the blue "Layout" tab of the ribbon. Again, this is primarily for new AutoCAD users, to facilitate their ease of access to Layout-related tools on the ribbon.

The desired behavior is set in the CUI>Contextual Ribbon States. I prefer the behavior you describe. So I have the Contextual Display Type property set to "Full without focus". You can change it to "Full with focus".

As I spend most of my time editing in Layout tab having [Layout] or [Layout Tools] set to Full without focus is the way to go, I have a few others I remove completely.
Right-clicking Contextual Ribbon States and checking "Only show items in use" helps with all the cuixs included with Civil 3D.
