Add a barscale to the layout tools

How can I add a bar-scale to the Layout Tools ribbon in the Scale Bar pull down?

Curious too why they are all metric when I am using Civ3D Imperial?

To Work With Scale Bars
Our field crews don't use fancy coordinate systems so I haven't had any luck adding a bar-scale either but I've created customized North Arrows using the -MAPINSERTPLE command to insert them like the ones in the Layout Tools tab.
