What is the best method to add a TIN or DTM to a surface model?
a civil3d surface is a TIN, or a DTM. What's the source of the data you want to add? (A DEM is s specific TIF format image file)
Best method? The one I find that works for me is this. Create a new TIN surface, then add DEM file to the surface. You may need to assign the correct coordinate system to the DEM when adding it to the surface.

usually when I get a DEM it comes from the Gov... resolution usually 10 meters/pixel. If it's really a DEM, the file extension should be TIF. (basically will look like a picture with shades of black/gray, Z value of the pixels is represented as a shade of gray)
Anything else try looking at in Notepad and see what's in there.
