    Try Foxit. https://www.foxit.com/

We used this before going to Bluebeam due to dig sig's.

Bluebeam Revu. Mark-ups, approval stamps for shop drawings and locking the stamps in place, being able to take scaled measurements from reference drawings, fast an easy compiling of PDF sets for distribution. Also like the ability to create fillable forms.

Newer versions of AutoCAD (2019 and newer) can import vector-based PDF files (if they were printed/published from a cad program, meaning not scanned) from the insert ribbon or the command line. pdfimport
So I've learned something new ... there are two command options to bring PDFs into ACAD: PDFAttach & PDFImport

PDFAttach works like an xref and simply links the PDF to the workspace. This is what I have primarily used, accessing it from the External References palette. This works for both vector and raster PDFs, but vector PDFs are more useful since they can be snapped to. You can also dimension over a raster PDF, but you have to turn off OSNAPs so it doesn't catch the image (pdf) frame.

PDFImport can convert vector PDFs to basic ACAD elements (lines, curves, hatches, single line text, etc.). Not great for my purposes necessarily, but nice to know the capability exists.

Another command that works with PDFIMPORT is PDFSHXTXT. It will convert the linework generated by shx text into a text entity.
