    Default 8' Diameter manhole

Why does a 96" interior diameter manhole reduced the to scale 8' interior diameter block to 6.7' when using the Size option "Use fixed scale from part size" of the default 96" diameter from the default catalog?

Are you referring to the interior circle? As you are using a block, the block is scaled to fit the part's exterior size. The entities within your block are thus scaled proportionately to the exterior size. The block elements within are not adjusted to match the wall thickness, nor the interior diameter.

You would need to create a block with the interior wall diameter to match your part parameters.
