    What and why is the pencil with the red subtraction logo beside the "External Project Point Database"?

    Have you connected it to an Access database?

    I did not. Can I just delete it?

    Is it a format I can create again if I do need to use an external database in the future?

    It comes in the OOTB template. If you are not modifying and overwriting that particular file, then yes, you can delete it. You can overwrite the original OOTB template file if you don't want that setting to return. However, every install of the software would or should have a copy of that template.
