When i copy a viewport from tab to tab it loses its layer state even when the viewport is locked.
Is there a way to keep the layer state?

Agreed, I rarely, if ever use VP layer overrides, it can get cumbersome.
I know Autodesk has given us these many ways to do things, but I keep the MS stuff the way I want it to look/print (with the exception of freezing per VP in some cases)
We use a lot of xrefs with the layers manipulated when needed (visretain = 1)
And with that, you can copy viewports across layouts and get what you expect.
