Any ideas why contour labels are blacked out in the PDF plot?

Typically that would be caused by the driver you are using to generate PDF files with.
If you have a technical question, please find the appropriate forum and ask it there.

if you are using wipeout the wipeout has the same color as the background which may show up in the plot but not in CAD itself

Our plot file uses transparency. The layer style had a transparency factor and that was the issue.
