Summary: Add Custom Tool Palette Block while editing a block or xref

Description: I have found that a custom tool palette block can't be added when editing a block. I know that some items, like hatches, can be added but anything I've created and added to a tool palette can't be inserted, In order to do what I would like, I need to exit the editing session, insert the tool palette block, go back to editing the block and add it to the working set. It adds a lot of steps that seem unnecessary.

Easier to WBLOCK it out as a drawing to edit it like that.
Helps keep blocks clean without any extra objects, layers and styles with a quick purge.
