Dynamic Block missing last insertion

Attached Ladder cable tray dwg, when stretched it seems to miss the final rung insertion.
I am a newby to Dynamic Blocks, what am I doing wrong?

What's the repeating distance of the cross member? Shouldn't it start with a cross member? I've never seen a tray with open ends like that.

Every 9" but small offset from start end

To chain an array with a stretch, you need to first create the stretch with a parameter set. Then for the array, don't use a parameter set, just use an array action and choose the stretch parameter to join to it. Then set the array to chain actions.
