If color 250 is set to "Use object color" is that the equivalent of black?

Yes if the object's color is set to 7. It depends on what the object's color is set to.

    Tim,
I create a ctb file that I call ALL BLACK, but in reality, colors 1-249 are black and colors 250-255 are the shades of grey below the standard colors (1-7) in the layer properties manager.

TIP: If you run the command COLOR, click on any ACI color, then click on the True Color tab, it will show your the RGB equivalent to the selected ACI color.
