    Default Block definition for a curb inlet

    I want my pipes to come into the center of the box but I want the origin or base point of the block to be on the back of curb.

    Any solutions for this?

    That is not how Civil 3D pipe network structures work. You may want to place some geometry within the block assigned to your structure style to use with OSNAPs to move the structure after placement.
