Default Detail components shifting when copy/paste between projects

Gyp bd is not cooperating when pasting between projects, I've tried locking down dimensions, pinning....can anyone else reproduce this problem

Also...why is the centerline symbol showing up when I dimension the 1/2" gap?

Yes its allways been this way with instance based families, when pasted, they return to their default length.
