Is there a way to change the right click button on your mouse to invoke the snaps while in a command w/o having to hit Control+Right Click?
I'm not sure if there is a way to redirect the right mouse button. I would think if you did, the right click would not be able to invoke any of the normal right click commands within autodesk products.
You could buy a three or more multi button mouse and assign any command you want to the mouse buttons.
Right click - no way (without programming), but middle click - there is a way to do it setting MBUTTONPAN system variable to 0.
But in this case you lose quick access to PAN command.
For A2k2:
I programmed it into my POP501 and it's showing. I just did a cut-n-paste from the POP0. I haven't used it, but it's there.
Now the best use I see is setting Osnaps more than selecting running snaps, but that's me. I modded my pop0 a long time ago to include a sub-tree to turn on/off individual snaps and to set predefined snap mode groups.
All in all... On A2k2 you can do it...
I can't function w/o my middle button pan...so I guess I'll stick to Ctrl+Right Click.

try the following: OPTIONS command, "User preferences" tab, "Right click Customization" button, uncheck "Turn on time-sensitive right-click" checkbox, check "Shortcut Menu: always enabled" radiobutton at the bottom of the window.
Then "Apply" and "OK".
After that you'll have you need. For example if you right click during LINE command you'll have "Snap overrides" item in context menu.
May be it will help you.
If you want to dig into Acad menu files, you can place the most needed snaps into the root of the context menu.
