Philip...at the risk of sounding like a broken record...may I encourage you to check out the tutorials for this feature? (see image)
The feature relies on two phases, you could call them existing and new. You create a topo in the existing phase, or "move" it to the existing phase by changing the phase created parameter of the topo.
Then in a view that is set to phase New, you start the Graded Region tool which will ask you to select a topo. Revit will demolish the existing topo you select and create a new topo surface in phase New.
Be sure to check the Copy internal points option. When Revit creates the new topo you can edit the points to reflect the new design. Finish the topo and now the properties of the topo will include cut and fill data.
