Tool palette "View Options" default!?

Does anyone know if there is a way to change the default view the tools palettes so when I add a palette it won't automatically go to "List View"?

I am currently changing the "Tool Palette File Location" with buttons my users are using to manage layers. (similar to switching palette groups). I have noticed when doing this and changing the "Tool Palette File Location" directory the palettes revert back to the "List View" in the palette view options. Is there anyway to change the default?
