Default Open sheet set manager without a drawing open

Summary: The ability to publish/alter a sheet set without opening any of the sheets.

Description: I would like to be able to publish or alter a sheet set without opening any of the sheets.

How Used: I would be able to publish or alter my sheet set without having to actually open one of the sheets. currently, if you have the sheet set open but no sheet open, you only have the option to close Sheet set or open a sheet or open read only.

Please! Great idea. I hate having to have a drawing open just to do something in the SSM.
