REFEDIT to follow current SaveAs Setting

Summary: The ability to save as previous versions when using the REFEDIT Command

Description: Have REFEDIT follow the current SaveAs version setting found in the OPTIONS dialog. There is currently no method to have REFEDIT save down to previous versions.

How Used: This would allow use of the REFEDIT command during migrations from one version of DWG to a newer version. Currently the only workaround is not to use REFEDIT during migrations, and edit xrefs through a normal OPEN.
