Mouse Wheel Scrolling in all dialog boxes

Currently some dialog boxes allow scrolling, some don't
(visibility/graphics does, but only when click first - element prperties doesn't )

I specifically requested this while on the phone with Revit Support. The support guy thought that it might be a Windows related limitation but said that he would bring it up at Revit for consideration.
