Exclamation xrefs different locations from map 05 to 06

This will be a good one to explain. I have 28 dwgs land base drawings that are in our TX83-NCF. If i want to look at 2 or more i just xref them in and the line up great. All this was set up in map 5 2002. Now i tried to xref them in on map 2006 and 3 out of the 28 dwgs come in at the wrong area and scale. I thought that the 3 dwgs might have a problem with the cord system. The funny thing is that if i do this in 2002 or 2005 everything comes in just as i need it to. I did find on the Autodesk forums the var INSUNITS might have something to do with this so i checked and 2002 2005 and 2006 are the same.I need help, has anyone had a problem like this i am sure it is something simple.

The difference with 2006 and the others is 2006 honers this setting for xrefs while the older versions don't. You need to make sure each drawing has the same value for INSUNITS.
