    Default Non-modal dialog boxes

    Summary: For dialog boxes to be non-modal, specifically the layer manager and xref manager

    Description: Non-modal dialog boxes. The layer manager and xref manager (and probably others) should be non modal dialog boxes. Meaning that you should be able to have them up and use other commands.

    How Used: Layers could be changed or made active between (or during) commands, xref's could be turned on/off. It can make working with lots of layers and entities much easier. In drawings with lots of layers, the dropdown layer selection (from the tool bar) can be cumbersome, and the speed at which the layer dialog comes up seems to get slower with each new version (Implementing it in .NET was a big mistake in my opinion)
