Default Dimension Scale does not stick

Using AutoCAD 2005 I am attempting to dimension in paper space a model held in model space. However, the scale of the dimension keeps on jumping back to -10, I would like a dimension scale factor of 100.

I can get the dim scale factor to 100 temporarily by copying the properties of the single dimension of the drawing that is OK. However, as soon as I do anything in the drawing the dimension scale factor jumps back to -10?

    What is going on?

    tried dimlfac

is dimassoc set to 2? This could be part of the problem. Our office set dimassoc to 1 after having many problems with the associative dimensions in ACAD2005.
