Have you unchecked it in your template, then saved the template? Next time you start a project with that template, it should be off.

That doesn't work for me. Not for area boundaries. Works for walls or detail lines, but not area boundaries. Apply rules defaults back to checked every time I use area boundary. Uncheck it, draw a boundary, do something else, go to draw another boundary, and uncheck it again.

Ok, I'll submit a support request now.
