Default Select the Layer toolbar button, nothing happens

When selecting the 'Layer' toolbar button [equivalent to '_layer] in AutoCad 2006 LT installed 2 months ago, nothing happens. Therefore, it is not possible to select all, or multiple layers to make changes or take desired actions.

Oper. system is WIN XP Home. I did a repair install to correct Design Center block handling, but this problem with LAYER was not corrected. It did work for a few weeks, but stopped.

    How can I fix?

When you run the command, is the command line blank like it's waiting on the dialog to go away? If so, if you then press ESCAPE, does the regular command prompt come back?

If so, it sounds like the entire layer dialog is "off your screen"
