Updated Blocks not redefined when Inserted from Tool Palette

Hi all,
I notice that updated blocks are not redefined when inserted from the Tool Palette as opposed to inserting it the old way - or I'm not doing it right?

10 years too late... but maybe some people struggle with the same problem now
