How about this idea:
1. make a titleblock (tb) without any stamp/signature.
2. make a generic annotation family of the stamp/signature.
3. send consultants the tb without stamp/sig.
4. insert the stamp/sig as need in-house as a symbol in the tb family.

Make the stamp annotation "shared" so that it uses the "stamp" in the project file. Have a fake/empty "stamp" family nested in the titleblock to help you locatate it in the right spot. Then your consultants just need to include their own "stamp" annotation in their project file (use same family name and make it "shared") and the titleblock you send will display their stamp in their project file.
A) Create a Generic Annotation family and make it "Shared".
B) Nest it in the titleblock family. Select the annoation and create a label for it so you can substitute it for any other Shared generic annotations in the project. Decide whether to make it an instance or a shared parameter.
C) Load the titleblock in the project and use it! Load as many Shared Generic Annotations as you want and you can substitute them in the project environment.
