Default file size does not decrease when objects are purged from dwg

This has been happening to me for a few months now and it's getting crazy.

I maintain a system that converts 2D blocks to their corresponding 3D blocks on our network. It's an old but very reliable. The problem I'm now having is using the 3D model as a reference for the 2d wireframe (actually in 3d but is nothing but lines and arcs).

I have been exploding the 3D models down to lines and cleaning them up but when I re-block them they have started retaining the original file size.

I've tried all the usual suspects.
-there are no hidden blocks in the drawing.
    -it's thoroughly purged
-tried saving as every kind of file imaginable opening and re-saving.

I'm talking about a file that started out a 500k but should be down to 50k when I'm done but there is no difference in the final size.

    using 2002

any help would be greatly appreciated

Can you post an example DWG here or email one to me?

    As I suspected....

This drawing contains 47512 named layer filters.

Removing the layer filters and saving it caused the file size to go from 4316k to 152k

Here is a tool so that you can remove these layer filters.

Removing layer filters makes a huge difference.

I have started to notice layer filters in 2007 because of
the changes to the layout manager.

Have layer filters always been there?

I haven't created any on my own.
I am guessing I inherit them through copying objects
    from other cad files.

They used to migrate from drawing to drawing like a virus prior to r2004.

Current versions do not pass NLF along like that any more and can alert you to an excessive number of existing named layer filters. See LAYERFILTERALERT system variable.
