Can't copy or paste (Ctrl+C & Ctrl+V) from a drawing file

I have been sent a drawing from an Architect and i can't "ctrl-c ctrl-v" anything out or within the drawing
All the layers are unlocked & this is the only drawing i'm having problems with.
Any one got any ideas ???????????

Looks like that is the problem i'm still using 2000
