IMO, don't edit the Web Library button, but do allow the File Locations list (which creates shortcuts in the file dialog boxes) to contain HTTP addresses.
Here's an option:
Create a folder locally, called "Web Shortcuts" or whatever you'd like. Inside that folder, make a subfolder called "Library", and add to that folder shortcuts to web addresses.
Then when you go to Settings>Options in Revit, add a path to the File Locations to your new Shortcuts folder.
Then in Revit, when you go to File>Open, your shortcut folder will appear in the left side pane. Click that folder to see your shortrcuts in the file list area of the dialog box (Change to "all files" setting if necessary). Right-click on a shortcut and click Open to launch a browser to the website you've selected.
