I'm trying to create a Stormwater linetype for our engineers, normally they consist of 5 parallel lines, the outer 2 solid & the inner 3 dashed, is there a way of making a linetype of this or setting up the multiline style?

You could probably use an MLINE, but I wouldn't advise it. The editing tools for MLINEs are lacking and they are just not used for this.
I'm guessing the center line is the center line of the pipe and the two inner lines represent the inner walls of the pipe?
It's possible to make a complex linetype with the appropriate shape that could look pretty close, but if you have curved pipe, it won't come out right. You might try looking at http://www.autodsys.com/autoline.html also.
We just offset the center line (polyline) to get the other 4.

I think we'll be following your office down the road of offsetting, thanks for the pointers, when we hit walls like these I wonder if the benefits of moving from VisualCadd to Acadd 2007 Civil3D are worth the set up hassles
We use multi lines, see attached
it's a block that contains the mline....
we used to use 3 polylines, 2 outsides with 0 width and 1 inside with width. too many lines and too time consuming, multilines are really fast, just get used to using grips instead of "extend" "trim" "fillet" etc.
hint... we always set our mlines to Zero justification.
i agree, manipulation of milines and support is horrific, but they take so little time to draw you could redraw all of the pipes with mlines in 1/6 of the time it takes to use polylines if you think about the time it takes to offset, fix polyline widths, etc. mlines are fast.
