What is the purpose of this file?

The only document that I can find that contains anything about
that folder:
When you are logged in as a secondary user (one who did not install the programs) and using an AutoCAD®-based product, Raster Design, and the Tool Palettes Extension, when you access Tool Palettes, you receive the following error message:
shapes.atc cannot be found
After this error is displayed, some of the Tool Palettes Extension functionality is unavailable.
Solution
You can solve the problem by copying the following files to the appropriate folders, as shown below:
Move the files Shapes.atc and Command.atc -
from: <AutoCAD based product installation folder>\UserDataCache\Support
to: ...\Documents and Settings\<local login>\Application Data\Autodesk\<product name>\<product language>\Support
Move the file AcTpToolsExt.atc -
from: <AutoCAD based product installation folder>\UserDataCache\Support\RegisteredTools
to: ...\Documents and Settings\<local login>\Application Data\Autodesk\<product name>\<product language>\Support\RegisteredTools
Move the Extension folder, with all the files and subfolders it contains -
from: <AutoCAD based product installation folder>\UserDataCache\Support\ToolPalette
to: ..\Documents and Settings\<local login>\Application Data\Autodesk\<product name>\<product language>\Support\ToolPalette
suggest that this is where the program is placing stuff that doesn't quite belong
anywhere other than there.
