Default DWG does not automatically rotate when setting a new UCS

I know this is a user problem but....
When I specify a new UCS (rotated 30 degrees), my drawing would typically rotate to align with the new UCS which I can then save and work on the angled portions of the building.
With a new drawing in 2007, the UCS does not rotate the drawing....only the crosshairs.
Am I missing a setting or something? I've never had to fix this before.
    Thanks!

The view will follow the UCS if the UCSFOLLOW system variable is set to 1. If 0, you have to tell AutoCAD to do the change.

This value is set separately for modelspace and for each viewport on your paperspace layouts, so changing it in one place won't affect the other viewports.

Be aware, we typically don't like using UCSFOLLOW. It does freakish things to our viewports. But if it help you, more power to you.
