Tool Pallete Scroll Bar

I've just loaded and opened ACAD 2005 and found that:

1. The Tool Pallette, Properties Box has a vertical scroll bar that will not slide down all the way by clicking and dragging it. It will go all the way by clicking the arrow or the space below it.

2. Also, it's a weak grey, hard to see. Can I change it to a darker color?

3: A hand appears as the cursor over the list of Properties, but it does not drag like in other applications. What is it used for?

1. I don't see that problem here. Perhaps update your video drivers?
2. Nope.
3. You can drag the list up or down with the hand.
