Create a flyout on a Tool Palette?

I am trying to create a fly out on the tool palette. I have a block I dragged and dropped onto the palette from win explorer. Then help says...

"To add or remove a tool fly out on a tool palette, right-click the geometric objects tool or the dimension tool whose fly out you want to add or remove. Click Properties.
In the Tool Properties dialog box, under Command, click in the Use Fly out box.
In the drop-down list, select Yes if you want to add a fly out, or select No if you want to remove one. Click OK. Note if you remove the fly out from a tool but then add the fly out back, the image, name, and description (the tooltip) that are shown on the tool palette for each tool on the fly out will not be accurate. To correct this, you must return the image, name, and description of the fly out tool to the default settings. See To change the image, name, and description of a fly out tool to the default settings."

So I followed that but when I get into properties there is no command area or a place to click to set the tool as a fly out.

Also when I inserted the block it automatically gave me an icon but the icon shows as a spec. I when to properties again and I right clicked on the icon area (same way help wants you to do it) and there are no right click options.

If I go to a different palette (stock palette) the icon issue is not there. How ever I don’t have any flouts set up.

Please someone lead me up the right trail

I do not think you can do that with a block...Only with commands...I could be wrong though...
