Default Layer names from lower to upper case

Does anyone know of a way to change layer names from lower to upper case?

If you are just asking how to do a layer at a time within the layer dialog, you have to do it in two steps. If you just try to change the case, the os thinks it is the same spelling and doesn't accept it. Just delete or add a letter with the case change and click apply. Then correct the added or deleted letter. HTH. Oh...same thing applies to renaming files in Explorer.
